About Tasdeer
Tasdeer is a Trade Facilitation and Customs Support programme funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.
The solar energy project supports companies from various sectors, such as food, plastics, stone and marble, metal, shoes, and leather, located in different areas, including Hebron, Nablus, Bethlehem, and Tubas.
Tasdeer plans to work hands-on with current beneficiaries, contributing to the design, installation, and commissioning of solar energy stations tailored to each facility’s needs, in compliance with local licensing regulations.

The Solar Energy Advisor will provide Owner’s Engineering (OE) Services for Solar PV Projects covering project construction supervision, design review, commissioning, project contract management and acceptance tests to achieve cost and operational efficiency. Supervise, monitor and coordinate with Tasdeer hired solar energy construction management consultancy firm. Provide support on assessing and designing interventions and activities related to the environment, clean energy, recycling, and clean production.
The selected SEA will report to Tasdeer’s Solar Energy Lead.
Scope of Work and Responsibilities:
- Supporting the development and execution of solar energy and environmental initiatives through supervising the different stages of implementation including the works of Tasdeer hired solar energy construction management consultancy firm, reviewing and recommending for approval site assessments, needs analysis, project design, and bid documents.
- The SEA, acting as a compliance and quality champion, reviews and recommending for approval the design process ensuring that designs comply with regulatory requirements, and market standards.
- Provide oversight of field works through random field visits to construction sites.
- Monitor delivery timelines to avoid delays that could impact project progress.
- Actively coordinate with the consultancy firm ensuring quality and proactively mitigating issues to navigate the project to a successful result.
- Assess the contractor’s profiles, offers and implementation plans.
- Collaboratively finalize with the consultancy firm solar PV plant designs for each site
- Recommend for approval the Bill of Materials against the finalized design.
- Participate in equipment inspections and factory testing as needed.
- Verify and approve the quantity and quality of completed work for accurate payments.
- Hold regular meetings with the consultancy firm to track progress, address technical issues, and ensure cost, quality, and schedule control.
- Offer ongoing technical support to Tasdeer for successful project execution.
Duty Station: Ramallah, with travel across the West Bank.

Key Skills and Qualifications:
- University degree in electrical engineering or any other related degree.
- At least 5 years of experience in designing and implementing solar energy projects.
- At least three years’ experience in providing advisory services or similar experience.
- Knowledge of efficiency solutions and energy audits is an asset.
- Good knowledge and experience in general climate change-related matters, and relevant solutions and implementation is an asset.
- Excellent knowledge of the governorate regulations and requirements for the installation of solar energy and ability to influence speedy and smooth implementation.
- Ability to work in different locations in different areas of the West Bank.
- English and Arabic language fluency, including good English drafting skills.
