Development Manager

About the role:
Drive the identification, development, and strategic alignment of cross-functional initiatives related to airport capacity, operational efficiency, service quality, and passenger experience. This role is responsible to ensure that the initiatives are well-defined, financially justified, and aligned with long-term organizational goals through collaborative planning, business case development, and stakeholder engagement.
Key Responsibilities
- Develop and maintain a centralized development plan by consolidating all approved strategic and operational initiatives through coordination with governance boards and relevant departments to ensure visibility, alignment, and prioritization of development efforts across the organization.
- Lead the development assessment phase by validating needs and defining problems through structured analysis using planning tools such as the airport master plan, capacity declarations, and asset condition surveys to ensure clear and data-driven foundations for solution development.
- Design and evaluate development solution alternatives by preparing feasibility studies and business case assessments with internal stakeholders and external consultants to ensure strategic fit, operational feasibility, and financial viability.
- Facilitate cross-functional collaboration by engaging engineering, operations, facilities, IT, and commercial departments to ensure integrated and synergistic solutions that align with other ongoing or planned projects, including the airport master plan.
- Assess development proposals for value and risk by applying risk analysis, value engineering, and cost-benefit tools to ensure that all initiatives deliver optimal return on investment and total cost ownership.
- Support senior level decision making by preparing structured presentations and reports highlighting feasibility, financial impact, and operational value to enable informed leadership endorsement and prioritization.
- Coordinate project delivery readiness by working closely with project execution and PMO teams to develop delivery timelines and monitoring mechanisms to ensure a smooth transition from planning to implementations and track execution against strategic goals.
- Contribute to strategic planning and transformation by participating in multi-disciplinary teams to develop long-term business case proposals to support organizational growth and strategic goals.

- Build effective stakeholder relationships by liaising with internal and external partners, including the corporate Project Management Office and regulatory bodies, to ensure seamless collaboration and alignment throughout the development lifecycle.
- Perform other department duties related to his/her position as directed by the Head of the Department.
About you:

- Demonstrated experience in the airport and aviation industry in similar roles.
- Extensive background in managing development and operational projects, with a sound exposure and orientation to airport master planning, capacity planning.
- Proven ability to oversee projects, conduct feasibility studies, and carry out cost-benefit analyses through effective stakeholder management.
- Proficiency in project management and related tools (e.g., MS Project, Primavera)
- Proficiency in process improvement methodologies (e.g., Lean, Six Sigma)
- Communication & Negotiation: Strong ability to engage senior stakeholders, present business cases, and lead cross-functional colorations.
- Strategic & Analytical Thinking: Ability to assess complex projects, drive data-driven decisions, and implement operational improvements.
- Command of English Language.
- Managerial skills – Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train and develop subordinate’s skills. Ability to foster teamwork among team members.
